- Pathways, the comprehensive plan for Carroll County future development was
on the forefront of the news. The Pathways plan came under heavy
criticism from residents of Carroll County due to the inclusion of business
parks on undeveloped parcels of land. People came out in large numbers
to community meetings to voice their displeasure with the recommendations
proposed in Pathways. Ultimately, the Carroll County Planning and Zoning
Commission nixed the Pathways plan and sent the plan back for revisions.
The comprehensive plan is currently back to County staff for more
modifications.
- Carroll County government pays Forty West Builders $23.5 million per a
settlement in a lawsuit over residential development in Mount Airy.
Forty West Builders were prevented from moving forward on development of
residential properties after the Carroll County Board of Commissioners imposed
a deferral to stop the development of the project. The developer sued.
The County bought 254 acres of property owned by the developers in Mount Airy
to settle the lawsuit. Many residents were angered by the high purchase
price paid by the County.
- The Town of Hampstead attempts to take property using eminent domain from
the Oakmont Green golf course. The County claims the land seizure is
required due to the need for water. Judge Raymond J. Kane Jr. decides
that the town has proven its need for water and grants authorization to take a
well and 10 acres of land from the golf course. The jury rules that the
golf course owners would receive $2.89 million for the 10-acre plot and well.
- Water rates for residents in the County and some towns are jacked up
beginning in fiscal year 2010. Westminster residents get the biggest
rate increase.
- Carroll County and Frederick County move to build a 1,500 ton per day
incinerator. Residents oppose this plan due to concerns about the
environment and they also question if the incinerator is really necessary.
- The Federal Aviation Administration completes its environmental study of
the planned enlargement of the Carroll County Regional Airport runway.
They conclude that a larger runway would not cause any serious effect on the
area environment. Local residents argue that the study is inaccurate.
- Westminster to install red light cameras in January. Sykesville is
also thinking about putting in speed cameras.
- A proposed sports complex that would be located on Buffalo Road in Mount
Airy is rejected.
- Carroll County Government and its agencies scramble to cut expenses,
reduce operating budget, and seek alternate methods to balance the budget.
