Carroll County Public Library: 

The first library in Carroll County Maryland started in 1863 and it was named the Westminster Public Library.  In 1958, the Carroll County Commissioners and the Carroll County Public Library (CCPL) established an agreement to operate a library system that would provide library services to all areas of Carroll County Maryland.

Five library branches are available in the County:  Westminster, Eldersburg, Taneytown, North Carroll and Mount Airy.  Finksburg will soon have a library. 

The Carroll County Public Library offers additional services to family day care centers, a bookmobile, the Carroll County Detention Center, nursing home residents via Library Link. 

The Carroll County Public Library is an internet service provider for Carroll County Public Schools, Carroll County Government, and local municipalities, agencies and nonprofit groups.  Internet service is also available to the general public for an annual fee.
